Workshop: Baseline Emission Inventory Methodology

The EU4 Energy Transition project successfully conducted a two-day workshop on the Baseline Emission Inventory (BEI) methodology in Istanbul. Held at the Bağcılar Holiday Inn, the event brought together key stakeholders from the İstanbul Metropolitan Municipality, Bağcılar District Municipality, and observer municipalities to enhance their understanding and capabilities in tracking and reducing greenhouse gas emissions.

The workshop, titled “Baseline Emission Inventory Methodology,” aimed to equip local administrations with the knowledge and tools necessary to measure and manage their carbon footprint effectively. As cities are crucial in combating climate change, the workshop provided a platform to discuss emissions contributions from various sectors, establish an emissions baseline, and set GHG reduction targets aligned with global commitments, such as the Paris Agreement.

Key sessions during the workshop included a review of the Covenant of Mayors (CoM) requirements, discussions on EU directives and global initiatives, and a deep dive into emission inventories. Experts from Türkiye and international GHG emission professionals shared their insights on the calculation approaches, sectoral analysis, and practical case studies. Participants also explored the legislative landscape and opportunities for Turkish municipalities in transitioning to low-carbon operations.

The event concluded with actionable recommendations and guidelines for the participating municipalities to advance their Sustainable Energy and Climate Action Plans (SECAPs). The workshop is a pivotal step in Türkiye's journey towards sustainable energy transition and climate resilience.
