The focus of the June meetings of the 1st working group was Energy Access and Energy Poverty.
Session-1 meeting
The first session focused on a very important topic: Energy access and energy poverty within the framework of SECAP.
- Joint Research Centre (JRC) presented the approach and objectives of the GCoM on the subject in detail.
- Then, the Energy Desk concept, which was implemented with experts in the field for the province of Istanbul, was introduced.
- In the discussion section, the information and conclusions obtained through the survey sent to stakeholders before the meeting were presented to the participants.
At the meeting, where more than 70 participants including the Ministry of Environment, Urbanization and Climate Change, municipalities, municipal unions, private sector representatives, NGOs and academics came together, discussing the issue and collecting ideas was quite eye-opening.
Session-2 meeting
The second session in June of the MLGP4Climate Platform Challenges and Solutions Working Group 1 focused on the SECAP Energy Poverty, Finance and Survey Evaluation:
- The MLGP4Climate IT Tool was presented.
- Lithuanian practical experiences on energy efficiency, energy poverty and renewable energy examples were discussed.
- Financial models and consortiums for applications were discussed
This meeting showed that active participation in the MLGP4Climate platform by representatives of ministries, municipalities, experts, NGOs, private sector and academia was very important in terms of raising awareness on the issue and networking between institutions.
MLGP Working Group 1 meeting was held on 24 September 2024.
The meeting was prepared with an innovative approach; answers to 6 questions were collected from the participants through LinkedIn surveys and Google Forms and these questions discussed again with the participants in the discussion session.
In the meeting moderated by Ms. Gizem Mataracı and Ms. Cemre Uçar, various topics were discussed and valuable presentations were made:
- Ms. Daiva MATONIENĖ, EU4ETTR Project Türkiye Team Leader, addressed the goals of the Multi-Level Governance Platform (MLGP4Climate) and emphasized the importance of concrete actions in climate and energy projects.
- Ms. Zeynep Cansu AYTURAN from the Department of Greenhouse Gas Mitigation Policies of the Ministry of Environment, Urbanization, and Climate Change provided an overview of Türkiye's climate actions and detailed the country’s commitments under the UNFCCC and the Paris Agreement.
- Ms. Gülşah GÜNAY, Head of the Sustainability Standards Department of the Public Oversight, Accounting, and Auditing Standards Authority, presented on sustainability standards, focusing on Türkiye's compliance with EU regulations.
In the discussion session, participants engaged in discussions to identify both challenges and proposed solutions within the framework of the set questions.
MLGP Working Group 1 meeting was held on 23 October 2025.
MLGP4Climate platform Challenges and Solutions Working Group 1 meeting was successfully completed with the participation of more than 70 participants.
During the meeting, the challenges faced in the implementation of SECAPs were discussed.
There were also valuable presentations on financial models, financial programs for local governments and successful implementation models in Europe. Participants explored new ways of financing climate projects.
Important steps were taken to increase cooperation at local and national level, share successful climate projects and identify strategies for future actions.
As the MLGP4Climate platform, we continue our efforts to realize climate actions at national and local levels more effectively.
