Küçükçekmece Municipality, located on the European side of Istanbul, Turkey, is a vibrant district known for its historical significance and modern urban developments. Situated along the Küçükçekmece Lake, the municipality offers a blend of residential areas, commercial centers, and cultural landmarks. As a dynamic part of Istanbul's metropolitan area, Küçükçekmece plays a crucial role in the city's economic and cultural fabric. The municipality is committed to sustainable development, evidenced by its initiatives in environmental conservation, urban planning, and community welfare. Küçükçekmece Municipality has been actively engaged in enhancing its sustainability through strategic environmental initiatives, notably through its Sustainable Energy and Climate Action Plan (SECAP). This comprehensive plan outlines the municipality's commitment to mitigating climate change impacts and promoting environmental stewardship. By leveraging local resources and engaging with stakeholders, Küçükçekmece focuses on reducing greenhouse gas emissions, enhancing energy efficiency, and fostering sustainable development practices across various sectors. The municipality's SECAP integrates environmental protection projects such as waste management improvements, green infrastructure development, and initiatives to enhance air and water quality. Through these efforts, Küçükçekmece aims not only to achieve its environmental goals but also to enhance the overall quality of life for its residents while contributing to global sustainability objectives.

Küçükçekmece Municipality prepared its SECAP in collaboration with İstanbul Enerji A.Ş. in 2023.

This plan is designed to align with the commitment of reducing emissions by 40%, aiming to minimize Küçükçekmece's impact from the global climate crisis. Within the scope of SECAP, various projects are being implemented, including renewable energy applications, promoting electric vehicles and route optimization, increasing green spaces, and reducing energy consumption in municipal departments, all aimed at enhancing sustainability efforts in Küçükçekmece.

In the context of sustainable energy and climate action plan activities, the base (reference) year of 2019 was chosen considering factors such as data availability and reliability. Within this base year, greenhouse gas (GHG) emissions calculations were conducted for the stationary energy, transportation, and waste sectors. The total GHG emissions within the administrative boundaries of the district were calculated to be 1,920,888 tCO2e. When examining the sectoral distribution of these emissions, it was found that the stationary energy sector contributed 1,265,826 tCO2e, transportation contributed 498,532 tCO2e, and waste contributed 156,530 tCO2e. The percentage distribution of total GHG emissions shows that the stationary energy sector accounts for 65.9%, transportation for 25.95%, and waste for 8.15%. Analyzing the emissions per capita reveals an emission rate of 2.4 tCO2e per person. In comparison, Turkey's national data for 2019 indicates a per capita GHG emission rate of 5.4 tCO2e. Based on these findings, a GHG emission projection analysis was conducted, estimating that total GHG emissions will reach 2,102,027 tCO2e by the year 2030. To fulfill the commitment under the Mayor's Covenant, efforts aim to reduce emissions by 40.1%, lowering them from the projected 842,332 tCO2e to 1,259,695 tCO2e by 2030.

The SECAP initiatives launched in September 2022 progressed with the establishment of a dedicated SECAP team within the municipality and the execution of SECAP awareness training sessions. Led by the Climate Change and Zero Waste Management Directorate, the SECAP team includes departments such as Public Works, Sanitation, Urban Planning, Parks and Gardens, and Planning Projects. In addition to these departments, training sessions involved Human Resources, Strategy Development, Culture and Social Affairs, and Municipal Police Directorates.

Following the training sessions, the data collection phase commenced for the SECAP initiative. Guided by the GPC Protocol and IPCC reports, data sheets were prepared to request data from stakeholders regarding energy consumption, transportation, and waste. The received data was classified according to these guidelines and used to calculate the greenhouse gas emission inventory for Küçükçekmece district. Additionally, planning and project data were gathered from relevant stakeholders to conduct climate risk and vulnerability analyses.

With the completion of calculations and analyses, the Greenhouse Gas Emission Reduction and Climate Adaptation Workshops were conducted on March 14, 2023, with the participation of both internal and external stakeholders.

Following the workshop, internal stakeholder meetings were held to evaluate the actions proposed during the workshop. Final decisions on reduction and adaptation actions were made, and the report has now taken its final form.
