VšĮ “Atnaujinkime miestą”

“Atnaujinkime miestą” is a public, non-profit institution, fully accountable to Vilnius City Municipality, dedicated to promoting and implementing energy-efficient renovations of multi-apartment buildings in Vilnius.

In Vilnius, Lithuania, there are about 5300 multifamily buildings which are old houses built before 1993 which are home to about 70% of the City's population. About 4600 of these buildings are not only visually outdated but also highly energy inefficient, significantly contributing to climate change. The renovation of such buildings could substantially reduce heating costs and improve the City’s environmental footprint.

However, one of the key challenges is the reluctance of homeowners to actively engage in modernization processes. This hesitation comes from several factors: limited engagement by building managers in renovation initiatives, a lack of expertise on specialized renovation matters, and a need for better understanding of the modernization process overall.

Therefore, “Atnaujinkime miestą“ comes in to completely take the burden off from the homeowners. Since December 2019, the institution has been operating as a one-stop-shop (OSS) where residents can find all information and services they require to implement renovation projects from a single source. The institution provides a wide range of services that cover the overall customer journey, starting from the proactive engagement and communication with homeowners, providing comprehensive renovation project management services, administering the repayment of loans, and coordinating the refurbishment process on behalf of the homeowners until completion.

The mission of “Atnaujinkime miestą” is to simplify the renovation journey for residents, enhancing their living environments and serving the broader public interest. Key objectives include promoting energy efficiency in multi-apartment buildings, reducing environmental pollution, and fostering a thriving market for building modernization. The institution also aims to inspire homeowners to invest in their homes and foster stronger community bonds, contributing to a more sustainable and connected future for Vilnius.

“Atnaujinkime miestą“ operates as a One-Stop-Shop (OSS) model for multifamily buildings renovation in Vilnius, and it’s vision of the long-term effects is to create a sustainable, scalable, and integrated framework that accelerates the energy-efficient modernization of housing stock. By streamlining the renovation process, the institution aims to make deep renovation accessible, affordable, and convenient for all residents, fostering a cultural shift towards environmental responsibility and community-driven improvements.
Therefore, the institution's areas of interest are:
•    Energy efficient multifamily building renovation
•    Citizens’ engagement and awareness raising about renovation processes
•    Prefabricated renovation
•    Financing opportunities
•    Collaboration on EU projects, especially Horizon

The Projects Involved

INTERREG BALTIC SEA REGION - RENOWAVE
The project RenoWave establishes cooperation among homeowners, construction companies, energy agencies and public authorities to initiate more energy-efficiency renovations in multi-apartment buildings in Baltic Sea Region. The project develops One-Stop-Shop (OSS) extended model specifically designed for the multi-apartment buildings in BSR countries. The OSS model includes traditional and additional OSS services that cover all the steps that are necessary to initiate and implement EE renovation projects in multi-apartment buildings. Because Amiestas is operating as an advanced OSS model already, therefore their main goal of this project is not only to learn about the ways of improving their existing OSS model, but also to develop and implement a prototype digital tool enabling to boost and speed up the multi-apartment building renovation processes in Vilnius.

LIFE – SPARKLE

SPARKLE: Sustainable Planning and Resilience Knowledge Learning Environment is a pioneering capacity-building program that will equip over 600 Local and Regional Authorities (LRAs) with the skills, capacity, tools, support and inspiration they need to successfully develop and implement their clean energy transition.
The learning platform and modelling tool will be sustained well beyond the funded period, with opportunities for upscaling explored, providing vital resources to LRAs in implementing their Clean Energy and Climate Transition across Europe.

LIFE – CETAC

Clean Energy Transition Assistance Center (CETAC) will contribute to decarbonizing cities by establishing in municipalities the Centers which will become an interface between municipalities and citizens and businesses (and other relevant stakeholders). They will be a framework for municipal staffers, employees of public companies, NGOs and volunteers to carry out municipal climate policies towards citizens and companies and ultimately facilitate their way to net zero. CETAC will provide guidance to set said policy targets, will train the personnel and help to establish a day to- day routine of the centers.

LIFE – RENO TIDES

To avoid a market stagnation for deep energy retrofit of housing that would cause factories delivering prefabricated facades or roof to slow down their activities, our project aims to organize smartly designed 3 staged Net Zero energy retrofit buy-in-schemes with multiple building owners such as social housing organizations: 1 stage dealing with prefabricated insulated facades installation, 1 stage dealing with prefabricated insulated & solar powered rood systems, 1 stage dealing with energy system switch.

LIFE – GENDER4POWER

The overall objective of the GENDER4POwer project is fundamentally to improve the living conditions, including financial stability, health, well-being, and energy efficiency of buildings (and households) affected by energy poverty through the dynamic demonstration and implementation of holistic, genderresponsive, multi-stakeholder and people-centered solutions in the fields of renewable energy and energy
efficiency. To achieve this objective and in line with recent Commission’s recommendations, GENDER4POwer will cover different areas of action in tackling energy poverty.
