Call for early‑stage municipal climate projects seeking technical assistance for investment preparation
The call focuses focuses on municipalities, local authorities, and municipal companies by funding investment roadmaps, and other preparatory work needed to unlock larger climate finance. Eligible themes include urban mobility, energy efficiency, renewable energy, waste management, water systems, nature‑based solutions, and climate resilience.
Deadline: open on a rolling basis, applications can be submitted at any time until 27 December 2030
Scope. The Gap Fund provides technical assistance for early‑stage urban climate projects, supporting cities in developing and transition countries to prepare investment‑ready concepts, pre‑feasibility studies, climate action plans, and project pipelines.
Sectors. Urban mobility, energy efficiency, renewable energy, waste management & circular economy, water & wastewater systems, nature‑based solutions, climate resilience & adaptation.
Eligible applicants. Municipalities and local governments, metropolitan authorities, municipal companies (transport, water, waste, energy), regional development agencies, public climate or municipal investment funds.
Key requirements. Early‑stage climate project or concept needing technical assistance. Clear municipal ownership or leadership. Alignment with city climate strategies (SECAP, climate action plans, etc.). Potential to mobilise future climate finance. Strong climate mitigation or adaptation impact
Funding & duration. Technical assistance. Funding rate up to 100%. Project budgets: 250.000 Eur. Project duration: 16-18 months.
