This section guides you through the seven key steps of the SECAP process. Each step provides valuable information to help you develop and implement a successful SECAP. Use this guide to better understand the actions required and the resources available to support you at every stage of the journey.

Create the team

Identify the team within the municipality that will undertake the SECAP writing process and the business partners and/or experts you will work with.

Develop the Sustainable Energy and Climate Action Plan (SECAP)

  1. Data Collection
    • Gather data on current energy consumption and CO2 emissions within the municipality.
    • Collect information on climate risks and vulnerabilities specific to the region.
  2. Conduct BEI
    • Analyze the data to create a Baseline Emission Inventory, which quantifies the current emissions levels.
    • Identify key sectors contributing to emissions (e.g., transport, buildings, industry).
  3. Conduct RVA
    • Assess the risks and vulnerabilities posed by climate change to the municipality.
    • Identify critical areas that need adaptation measures.
  4. Set Targets
    • Establish ambitious, yet achievable, targets for reducing CO2 emissions and improving climate resilience.
    • Align targets with the EU’s climate and energy objectives.
  5. Stakeholder Engagement
    • Engage with local stakeholders, including businesses, community groups, and citizens, to gather input and build support for the SECAP.
    • Organize workshops, public consultations, and meetings to discuss priorities and actions.
  6. Identify Actions and Measures
    • Develop a list of actions and measures to achieve the targets. These may include energy efficiency improvements, renewable energy projects, sustainable transport initiatives, and adaptation measures.
    • Prioritize actions based on feasibility, impact, and cost-effectiveness.
  7. Draft the SECAP
    • Compile the Baseline Emission Inventory, Risk and Vulnerability Assessment, and identified actions into a comprehensive SECAP document.
    • Ensure the plan includes clear timelines, responsible parties, and monitoring mechanisms.

Approval and Submission

  1. Internal Review and Approval
    • Review the draft SECAP with municipal departments and stakeholders.
    • Obtain approval from the municipal council.
  2. Submission
    • Submit the approved SECAP to the Covenant of Mayors Office through their online platform MyCovenant or CDP-ICLEI Track.
    • Ensure all required documentation and data are included.

Implementation and Monitoring

  1. Implement Actions
    • Begin implementing the actions and measures outlined in the SECAP.
    • Allocate resources and responsibilities for each action.
  2. Monitor Progress
    • Regularly monitor and evaluate the progress of implementation.
    • Use the Covenant of Mayors’ monitoring and reporting framework to track results.
  3. Reporting
    • Submit progress reports to the Covenant of Mayors Office every two years.
    • Update the SECAP as necessary to reflect new data, challenges, and opportunities.

Continuous Improvement

  1. Review and Update
    • Periodically review the SECAP to ensure it remains relevant and effective.
    • Make adjustments based on monitoring results, stakeholder feedback, and evolving climate and energy policies.
  2. Engage and Communicate
    • Keep the community and stakeholders informed about progress and achievements.
    • Continue to engage with local, national, and international networks for knowledge sharing and support.
